Dubai Port Kuendesha Bandari Dar.

Mjadala kuhusu Azimio la Serikali ya Tanzania kuingia makubaliano na Serikali ya Dubai kwa ajili ya uendeshaji wa bandari ya Dar es Salaam umezua gumzo kwa watanzania kutokana na masharti ya makubaliano hayo kuonekana kukandamiza Tanzania kama nchi na kupendelea zaidi upande wa muwekezaji. Mwanzoni watanzania walipokea habari kuwa Tanzania International Container Services (TICTS) wanamaliza mkataba na baadae kupitia gazeti la ‘the citizen’ Serikali ilitangaza kuwa inatafuta muwekezaji na mwanzo hawakutaja kama ni Dubai port world.



Pamoja na vipengele vingi vya mkataba huo kutokuwa wazi kama kipindi kizima kinachotumika kutekeleza mkataba huo, moja ya makubaliano ya mkataba huo ni kwamba kampuni kutoka falme za kiarabu ya Dubai Port World itaendesha bandari zilizopo baharini pamoja na bandari zilizopo kwenye maziwa lakini pia Dubai Port World itapewa kipaumbele cha kwanza cha kuwekeza katika fursa zozote kiuchumi zitakazojitokeza nchini. Pamoja na msharti haya Bunge la Tanzania  limetoa taarifa fupi kwa wadau kulijadili na kutoa maoni juu ya azimio hilo ndani ya masaa 24. Hili limehakikishia wananchi juu ya udhaifu wa bunge la sasa kwani jambo ambalo lina athiri zaidi ya kizazi kimoja kutolewa maoni ndani ya siku moja ni uongo kwani maoni hayatakuwa jumuishi. 

Wananchi wanaona kuwa maamuzi haya yamelenga kunufaisha watu wachache na kufuta urithi kwa vizazi vijavyo. Wengine wamehoji kuwa kama nia ya Serikali ilikua ni kuongeza ufanisi katika utendaji wa bandari zetu ingeweza hata kuajiri watu kutoka mataifa ya nje. Wananchi wengine wamebaki wakiuliza, “Kama serikali imeshindwa kusimamia bandari je itaweza kusimamia taifa? Azimio hili la Serikali limezua gumzo kwani kampuni ya Dubai Port World inatuhumiwa "kupora" bandari nchi mbalimbali kama Bandari ya Sarubaya (Indonesia), na bandari ya Djibout kwa kigezo cha uwekezaji. Wananchi wamepaza sauti zao juu ya swala hili la kinyonyaji na wengine wameenda mbele kulilinganisha na uuzaji wa nchi kwani halijalinda maslahi ya wananchi walio wengi na taifa kwa ujumla.

The debate about the Resolution of the Government of Tanzania to enter into an agreement with the Government of Dubai for the operation of the port of Dar es Salaam has created a buzz among Tanzanians due to the terms of the agreement seeming to oppress Tanzania as a country and favor the investor side. At first, Tanzanians received the news that Tanzania International Container Services (TICTS) was at the end of their contract and later through the citizen newspaper the Government announced that it was looking for an investor but did not disclose if it was Dubai Port World. With many aspects of the contract not being clear including the entire period used to implement the contract, one of the agreements of the contract is that the company from Dubai, Dubai Port World will operate all the seaports as well as the ports on the lakes and that Dubai Port World will also be given the first priority to invest in any economic opportunities that will arise in the country. With this and several other requirements, the Parliament of Tanzania has issued a short notice to stakeholders to discuss and bring forth recommendations on the resolution within 24 hours, something that has been negatively commented on by the public as a strategy to exclude the vote of the majority of citizens. 

Citizens see this as a decision aimed at benefiting a few people at the expense of the inheritance of the future generations. Others have argued that if the Government's intention was to increase the efficiency in the operation of our ports, it could have easily hired foreign expertise rather than selling ourselves short. Some citizens have kept questioning, "If the government has failed to manage our ports, will it be able to manage the nation as a whole?" This Government's decision has created a buzz because the Dubai Port World company is accused of "looting" ports in various countries such as the Port of Sarubaya (Indonesia), and the port of Djibout for investment criteria but has left the other parties exploited. Citizens have raised their voices on this exploitative issue and others have gone further to compare it as selling our country to foreigners because the terms of the contract have not protected the interests of the majority of citizens and the nation as a whole.
