Tanzania ina utawala mbovu kwa sababu ya katiba mbovu. Wananchi wamekumbana na maovu mengi chini ya serikali ya CCM. Mauaji ya raia yameongezeka, ukandamizaji wa tozo, hali ya uchumi imezidi kuwa mbaya, huduma za afya zimekuwa changamoto kiasi cha vituo vya afya kuwa sehemu ya kukusanya kodi na si kutoa huduma. Kwa miaka yote CCM imekuwa madarakani, matatizo yamezidi na hakuna unafuu, wananchi wameendelea kuteseka na serikali ya CCM haijaacha kuja na ahadi na mbinu mbalimbali kuhakikisha kuwa kinabaki madarakani. Polisi wananwajibika kwa mfumo wa utawala ambao upo madarakani na si kwa wananchi waliowaweka madarakani. Polisi wanantumika kudhoofisha jitihada na juhudi mbalimbali zinazofanywa na wananchi katika kutafuta stahiki zao. Kama nchi hatuwezi kupata mabadiliko isipokua kupitia #KatibaMpya itakayorejesha mamlaka kwa raia kuweza kusimamia na kuwajibisha viongozi. 

Hivi karibuni CCM imeleta miswada ya mabadiliko ya sheria ya tume ya uchaguzi, vyama vya siasa na ya uchaguzi wa rais, madiwani na wabunge ili kuhakikishia wananchi uchaguzi wa uhuru na wa haki. Lakini ni wazi kuwa uchaguzi hauwezi kuwa wa uhuru na wa haki kama hakuna mabadiliko yatafanyika kupunguza madaraka ya rais kwenye katiba. Hivyo, tume ya uchaguzi haiwezi kuwa huru, uchaguzi hauwezi kuwa wa uhuru na wa haki bila ya kuwa na katiba mpya. Tukiwa na katiba iliyopendekezwa na wananchi tutatatua changamoto nyingi kwa kuwa Katiba ndio sheria mama, kubadilisha sheria nyingine bila mabadiliko ya Katiba ni ubatili. Kama wananchi inabidi tutumie nguvu ya ziada kuisukuma serikali kurudi kwenye mchakato wa #KatibaMpya vinginevyo itakua ngumu kufikia lengo la nchi huru wenye wananchi wenye mamlaka juu ya nchi yao na rasilimali zake.

Tanzania’s bad governance system is because of its weak outdated constitution. The Tanzanian people have faced many evils and mistreatment under the CCM government. Civilian killings have increased, citizen’s have increasingly been suppressed through heavy taxes, the economic situation has worsened, health services have become a challenge to the extent that health centers are grounds used to collect taxes instead of providing relief to citizens through their services. For all the years CCM has been in power, problems have increased and there is no relief, the people have continued to suffer and the CCM government has not stopped coming up with various promises and methods to ensure that it remains in power. The police are responsible to the administrative system that is in power and not for the people who put them in power and are used to undermine various efforts made by the people in seeking their rights. As a country, we cannot achieve change unless we get a new constitution that will return power to citizens to hold leaders accountable.

Recently, CCM has brought bills to change laws governing the electoral commission, political parties and presidential elections, councilors and parliamentarians to ensure free and fair elections. But it is clear that the elections cannot be free and fair if no changes are made to reduce the powers of the president in the constitution. Thus, the election commission cannot be independent, the elections cannot be free and fair without having a new constitution. With a Constitution proposed by the people, we will solve many challenges because the Constitution is the mother law, changing other laws without changing the Constitution is futile. As citizens, we have to use extra strength to push the government to resume the process for a new constitution otherwise it will be difficult to achieve the goal of a free country with citizens who have authority over their country and its resources.
