Ukosefu Wa Huduma Za Msingi (Maji, Umeme, Afya) Nchi Imewashinda CCM?

Kwa zaidi ya miaka 60 baada ya uhuru wananchi wa Tanzania bado wanakosa huduma muhimu kama maji, umeme na afya. Huduma ya afya ni muhimu kwani wanadamu bila afya bora hawawezi kushiriki katika huduma za uzalishaji. Huduma ya afya bado ni kero kubwa kwani kuna vijiji hawavina zahanati na kwingine huduma kama ya madawa ni mbovu. Hivi karibuni serikali imefuta mfuko wa Toto Afya, mfuko ambao ulitoa bima ya afya kwa watoto kutibiwa nchini. Mfuko huu ulikuwa msaada mkubwa kwa wananchi wenye kipato kidogo kwani kwa 50,400/= mtoto aliweza kutibiwa bure kupitia bima hiyo.
Serikali imefutilia mbali mfuko huwo kwa sababu za kuwa matumizi kuwa juu kuliko makusanyo ya wachangiaji sababu isiyo ya msingi kwani mfuko ulianzishwa ili kutoa huduma na si biashara. Pamoja na hayo kila mwaka ripoti ya CAG inaonyesha wizi, mikopo isiyolipwa, lakini serikali haijaona hili kuwa tatizo kwani hizo ni pesa zingeweza kuhudumia watoto nchini kwa huduma bora ya afya.
Shirika la umeme Tanzania, TANESCO limekua likitoa taarifa nyingi zisizo za kweli kwa kusema kuwa TANESCO hawana shida ya mgao wa umeme bali ina upungufu wa umeme lakini haiendi mbali kuelezea wnanchi kuwa upungufu huo umepelekewa na nini. Majiji makubwa yamekuwa yakikatiwa umeme siku nzima, umeme ambao ukikosekana huweka rehani shughuli za uzalishaji.
Wananchi wana haki ya kujua juu ya hili kwani inachangia kwa kiasi kikubwa katika kukwamisha maendeleo. Serikali yetu inabidi iondokane na kupima ufanisi wa shirika la TANESCO kwa kuangalia faida inayoingiza na badala yake ianze kuangalia ubora wa huduma zake kwa wananchi.
Pamoja na nchi yetu kubarikiwa na vyanzo vingi vya maji, bado maeneo mengi wananchi wana changamoto maji safi na salama hata kwa miji ambayo ipo karibu na vyanzo vya maji kama Mwanza. Hii ni aibu kubwa kwa Taifa na ni wazi kuwa nchi imewashinda CCM kwa sababu waliwekwa na wananchi ili kushughulikia mahitaji ya wananchi. Tunahitaji viongozi wanaofahamu kwamba vyeo walivyonavyo ni dhamana waliyopewa kuwatumikia wananchi, na mifumo yetu ni lazima tiwe imara ili sheria zetu lzifuatwe na kusiwe na uwoga wowote wa kuwawajibisha viongozi.

For more than 60 years after independence, Tanzanians still lack basic services such as water, electricity and health. Health care is important as humans without good health cannot participate in production activities. Affordable and accessible health care is still a big challenge amongst Tanzanians as there still exist villages that do not have a single health facility and in places where these facilities are available the services are poor such as lack of medicines and health care givers. The government recently canceled the Toto Afya fund, a fund that provided health insurance for children to be treated in the country. This fund was a great help to people with low income because for just 50,400/= a child could be treated for free through the insurance on a yearly basis. The government has canceled the fund for an inhuman reason that the expenditure is higher than the collections made from the contributors, which is not a solid reason enough to end the fund as the fund was established inorder to provide services and not run on grounds of its profitability. In addition to that, every year the CAG report shows grand theft, and misuse of public funds but the government has not seen this as a problem because such money wasted could serve children in the country with better health care.
The electricity supply company, TANESCO has been misleading the public by stating that TANESCO does not face any problems in distributing electricity but rather is facing a shortage of electricity produced but it does not go far to explain to the people what is causing the shortage. Big cities have been left a whole day without electricity, something that has led to an interference in the production of goods and services. Citizens have the right to know about this as it possesses a significant constraint to the production of goods and services. Our government has to move away from measuring the effectiveness of TANESCO by looking at its profitability and instead start looking at the quality of its services to the people.
Although our country is blessed with many sources of water, still in many places citizens have challenges in accessing clean and safe water even for cities that are close to water sources like Mwanza. This is a great shame for the nation and it is clear that CCM has failed greatly because they were appointed by the people to address the needs of the people and they have failed to do so. We need leaders who understand that the positions they hold are given to them to serve the people, and our systems must be strong so that our laws are followed and there is no fear of holding leaders accountable.
