Swali kwa  Serikali kwa sasa inafanya mchakato wa katiba wa aina gani? Ni Muhimu kukawa na taarifa kwa umma, Waziri wa Katiba na sheria na wizara yake imeomba fedha na bajeti ni billion 9 ambazo ni kwa ajili ya safiri, Samia Legal AID , kutoa Elimu nchi nzima kuhusu katiba, Hii fedha haitoshi kunzisha mchakato wa #KatibaMpya , lakini hasemi tuko kwenye mchakato gani, anasema ni kurekebisha sheria za uchaguzi. Kauli ya kwamba kuna sheria muhimu zinarekebishwa na ndio mchakato wa #KatibaMpya inaacha maswali makubwa na ya msingi. CCM ina wajibu kuelezea msimamo wake kuhusu #KatibaMpya mana  kuna hoja pia ya kuweka Viraka kwenye Katiba ya sasa. Wananchi wanahitaji ufahamu wa wazi juu ya sera ya CCM kwani kuna tafsiri isiyoeleweka kuhusu maana ya #KatibaMpya ndani ya CCM. Serikali kukataa kuandaa mchakato wa Katiba mpya na kufanya ujanja wa kuandaa mchakato wa kuweka viraka kwenye katiba ya sasa ni kinyume cha matakwa ya Watanzania. 

Watanzania wanahitaji mchakato wa kidemokrasia utakaojadili na kupitisha #KatibaMpya ya wananchi. Wananchi wanahitaji mchakato wa Katiba ulio wazi, unaohusisha wananchi wote na unaozingatia maslahi ya taifa. Rasimu ya jaji Warioba ilikusanya maoni ya wananchi  nchi nzima na kueleza wananchi wanataka nchi iongozwe namna gani kupitia #KatibaMpya. Katiba yenye uhuru wa wananchi, haki na usawa italetwa kwa kufuata matakwa ya wananchi kupata #KatibaMpya iliyo bora na sio viraka vya katiba. Serikali inapaswa kuandaa mchakato huu kwa dhamira ya kujenga taifa lenye amani, utulivu na ustawi. Serikali inapaswa kuwa na ujasiri wa kuongoza mchakato huu kwa faida ya watu wote wa Tanzania.

The question of what kind of constitutional process the government is currently undertaking is very important, as the Minister of Constitution and Law Dr. Damas  Ndumbaro and his ministry has requested a budget of 9 billion, but he does not state what stage in the constitution making process we’re currently in but rather states that they are to amend the election laws. The government stating that there are important laws being amended that make up the process of attaining a new constitution have raised many fundamental questions. CCM has an obligation to explain its position regarding the citizen’s demand for a new constitution but there is also an ongoing argument that the government intends to patch the current constitution. 

Citizens need a clear understanding of CCM's policy as there is an unclear interpretation of the meaning of a new constitution within CCM. The government's refusal to resume the process for a new constitution and rather resorting to playing tricks by waiting to put patches on the current constitution is against the demands and wishes of Tanzanians. Tanzanians need a democratic process that will discuss and pass the new constitution, one that belongs to the people. Citizens need a clear constitutional process, involving all citizens and considering the national interest. Judge Warioba's draft gathered the opinions of the people across the country and explained how the people want the country to be led through the new proposed constitution. A constitution with elements of citizens' freedom, justice and equality will be brought in accordance with the wishes of the people to get a better and new constitution and not patches of the existing constitution. The government should resume the constitution making process with a mission of building a peaceful, stable and prosperous nation. The government should have the courage to lead this process for the benefit of all Tanzanians.
