Neno Uwekezaji Ni Sahihi Kutumiwa Na CCM Au Ni Uuzaji?

Bunge letu lilitunga sheria ya bandari no 17 mwa ka 2004 ambayo inasema maswala ya bandari yapo chini ya mamlaka ya bandari ya Tanzania na mamlaka hayo ni pamoja na kusaini mikataba na makampuni mengine kwa ajili ya kukodisha na kuendesha bandari hapa nchini. Hivyo si Rais wala Waziri Mbarawa aliyekuwa na mamlaka ya kusaini mkataba wa bandari na DP World, kwa sheria hiyo Rais hakuwa na mamlaka.  Uhalali wa mkataba wa bandari kuwa wa uwekezaji umehojiwa na wananchi hawakuona serikali ikiitisha tenda kwa makampuni binafsi na hakuna taarifa yeyote ya makampuni yaliyoshindania tenda hiyo.
Bunge la Tanzania lilipitisha ruhusa kwa Serikali kuendelea na mkataba huo bila ya kusikiliza maoni ya wananchi. Hivyo wananchi hawakuhusishwa katika mchakato mzima. Pamoja na hilo, Mkataba wa bandari haujaweka wazi kiasi gani kitawekezwa lakini pia ukomo wa uwekezaji huo haujabainishwa kwenye mkataba. Hii imepelekea wasiwasi kwa wananchi kwani kutokuwepo kwa muda wa ukomo huashiria kuwa mkataba huo ni wa milele ambayo ni sawa na uuzaji. Katika haya yote ni wazi kuwa Serikali imefanya haya yote si kwa manufaa ya taifa bali ni kwa manufaa ya wachache wanaoshika nafasi za uongozi. 

Katika sakata hili la bandari wananchi wamekubaliana kuwa ni uuzaji wa bandari za nchi kwa mgongo wa uwekezaji. Hivyo, kwa CCM kutumia neno uwekezaji si sawa. Wananchi wahimizane kutokunyamaza  na kuendelea kukemea mkataba huu wa bandari na kama Taifa linahitaji kuwekeza, Serikali isikilize maoni ya wananchi na ianze upya kwa kutafuta wawekezaji sahihi.

Our parliament enacted the Port Law no. 17 of 2004 which states that port issues are under the Tanzania Ports Authority and that authority includes signing contracts with other companies for leasing and operating the ports in the country. So neither the President nor Minister Mbarawa had the authority to sign the port agreement with DP World, according to that law the President had no authority. The legality of the port agreement as an investment has been questioned on several grounds as people did not see the government calling for investment tenders to private companies and there is no information about the companies that competed for the tender whatsoever. 

The Parliament of Tanzania passed permission for the Government to proceed with the contract agreement with DP World without listening and collecting the views of the people. Hence, citizens are left in the dark and not involved in the whole process. Despite that, the DP World contract has not made it clear how much will be invested but also the end date of the investment has not been specified in the contract. This has raised concern for the public as the absence of a clear end date indicates that the contract is eternal which is the same as putting it up for sale. In all this it is clear that the Government has done this not for the benefit of the nation but for the benefit of the few who hold leadership positions.

In this port saga, the people have agreed that it is the sale of the country's ports but disguised as an investment. Thus, for CCM to use the word investment is wrong. Citizens should encourage each other not to be silent and continue raising their voices over the DP World contract agreement. Citizens have urged the government in that; if the Nation needs to invest, the government should listen to the opinions of the citizens and start the process over by looking for the right investors.
