Kuna mambo mengi kuhusu sakata hili la bandari ambayo Serikali imekuwa ikipotosha jamii. mwanzoni walikataa kuwa si mkataba bali ni makubaliano. Waziri Mbarawa ametofautiana na Waziri Mkuu kwa maelezo yao ya jinsi DP World ilivyoingia mkataba na Tanzania. Waziri Mkuu anasema kuwa wakati Rais Samia alivyooenda kwenye Dubai Expo ndipo alipokutana na kampuni ya DP World lakini Waziri Mbarawa anasema kuwa Serikali ilishindanishwa makampuni saba lakini haelezi tenda ilitangazwa wapi. 

Baada ya CCM kuona kuwa wamekosea kwa kuwa mkataba ni wa ovyo wameamua kuzunguka nchi nzima kuelimisha wananchi juu ya manufaa ya mkataba wa bandari kati ya DP World na Tanzania jambo ambalo halikufanyika kabla mkataba huu haujasainiwa. Wananchi hawakuhusishwa kabisa katika hatua za awali kwani wabunge hawajapita kwenye majimbo yao kukusanya maoni ya wananchi.
Wanasema mkataba utatuletea faida lakini faida ambayo hawaitaji zaidi ya kusema tutapata trillioni 27 ya mapato. Wananchi wanauliza kama Chama Cha Mapinduzi kimeamua kuelimisha jamii juu ya mkataba wa bandari kwa nini hawakubali kujibu maswali kwenye mikutano yao? Kwa nini hawauweki wazi mkataba ili utafsiriwe na uweze kupatikana hata kwa wananchi wa kawaida ili waweze kuuelewa? Nia ya CCM ni si kuelimisha jamii bali ni kushinikiza jamii iunge Serikali juu ya mkataba huu mbovu wenye kuiba rasilimali za nchi kwa manufaa ya viongozi.

There are many things about this port saga that the government has been misleading the community from the start. At first they denied that it was not a contract but an agreement. We have also witnessed different information on how Tanzania came about to sign the contract with DP World were as the Prime Minister stated that it was when President Samia went to the Dubai Expo while the Minister of Works and Transport; Makame Mbarawa stated that the government sent to the public a call for investment tender to private companies and seven companies  competed and DP World won the tender but however he does not explain on what site the tender was announced.

After CCM realized that they had gone wrong by signing a bogus contract, they have taken upon a new task of cycling around the country to educate the citizens about the benefits of the port contract between DP World and Tanzania, something that was not done before this contract was signed. The citizens were not involved at all in the initial stages as the Member of Parliament’s have not gone to their constituencies to collect the opinions of thepeople. They say the contract will yield us benefits, but the benefits are not outlined other than stating that the country will make 27 trillion in revenue. Citizens are questioning if Chama Cha Mapinduzi has decided to educate the community about the port agreement, why is that they do not agree to answer questions raised in these meetings? Why don't they make the contract clear and accessible to be translated so that it can be available even to ordinary citizens in order for them to fully understand it? The ruling party’s intention is not to educate the community but rather to pressure the community to join the government on this exploitative contract that aims at stealing the country's resources for the benefit of the few in power.
