Kauli Kinzani Serikalini Kuhusu Bandari - Ufisadi Au Uchawa?

Katika suala la DP World kupewa bandari, serikali imekuwa na kauli nyingi zinazopishana. Mbunge wa Ukonga, Jerry Silaa alisikika akisema uhusiano uliopo sasa kati ya Tanzania na DPW ni makubaliano baadaye tena akasikika akisema ni mkataba.  Lakini si Mh. Jerry Silaa tuu bali viongozi wengine kadhaa wamesikika wakipotosha umma kwa kusema kuwa ni makubaliano huku spika wa bunge akisema kuwa ni mkataba maana bunge linajadili mikataba tu na sio makubaliano. Katika Mkanganiko huu juu ya swala la bandari kutoka Serikalini kuna baadhi ya maafisa wanasema tumetoa bandari zote kwa DPW ili itusaidie kwenda mbele kwa haraka sababu wana teknolojia kubwa katika kazi za meli na kuna wanaosema DPW wamepewa 8% ya bandari ya Dar Port pekee.

Ukomo wa mkataba ni moja ya suala ambalo watumishi wa umma wamekosa jibu moja, kuna wanaosema ukomo ni shughuli za bandari zitakapoisha,  wengine wanasema mikataba ya miradi ndio itaweka ukomo na wengine wanasema IGA hazina ukomo. Umiliki wa Ardhi pia ni suala lilopotoshwa kwani kuna wanaosema kuwa DPW na washiriki wake wakitaka ardhi ni jukumu la serikali kuchukua ardhi na kuwapatia na wana haki ya umiliki ardhi, kuna wanaosema hakuna umiliki wa ardhi. Idadi ya ajira haijaachwa kwenye utata huu kwani watetezi wa mkataba wa DPW kuna wanaosema kutakuwa na ongezeko la kazi kutokana na mizigo kuongezeka na wengine wanasema bandarini kutakuwa na mitambo tu itakayoruhusu meli kushusha mizigo na kuondoka bandarini ndani ya dakika 40 tuu. DPW kufanya kazi bila kusimamiwa na TPA ni suala jingine linalozua utata, lakini pia DPW kuombwa ruhusu na serikali pale inapotaka kufanya miradi karibu na bandari ni suala jingine tata. 

Pamoja na ukinzani wote huu, Serikali inasema haya yanazungumzika na sio masuala makubwa. Serikali kutokuwa na msimamo dhabiti na taarifa wanazotoa kuhusiana na mkataba huu wa bandari umepelekea wasiwasi mkubwa kwa wananchi wakihofia wenda Serikali itakua imeingia kichwa kichwa kwenye mkataba huu bila ya kuwa na taarifa kamila au laa basi ni viongozi wachache wenye taarifa kamili kuhusu mkataba huu na hivyo kuwaacha wengine kwenye giza. Hii inaonyesha wazi kuwa nia ya Chama Cha Mapinduzi kuingia kwenye mkataba huu ni ovu na si yenye dhamira ya kuleta mafanikio chanya kwa taifa letu.

In the matter concerning the transfer of Tanzania’s ports to be operated by DP World, the government has had many conflicting statements. Ukonga Member of Parliament, Jerry Silaa previously stated that the current relationship between Tanzania and DPW is an agreement, later on he stated that it is a contract. But not MP Jerry Silaa but several other government leaders have been heard misleading the public by saying that it is an agreement while the Speaker of the Parliament stated that it is a contract because the parliament can only discuss contracts and not agreements. Other conflicting statements from government officials are that, there are some officials who say that we have given all the ports to DPW to help us move forward quickly because they have the best technology in ship works and there are those who say that DPW has only been given 8% of the Dar-es-Salaam Port.

The time limit of the contract is another conflicting issue where some say that the time limit is when the port operations end, others say that project contracts will set the time limit and others say that the InterGovernmental Agreements (IGA)  have no limit. Land ownership is also a conflicted issue, there are those who say that if DPW and its members want land, it is the government's responsibility to give them land as it is going to be their right to own land, there are those who say there is no land ownership. The number of jobs to be created has not been left out of this controversy as the defenders of the DPW contract say there will be an increase in job opportunities due to increased cargo and others say that the ports will be entirely automated  with machines that will allow ships to dock, unload cargo and departure from the port within 40 minutes only. DPW working without being supervised by the Tanzania Ports Authority (TPA) is another controversial issue.

Despite all these contradictions, the Government says that these issues can be discussed and are not of serious concerns. The government's lack of a firm stand in the information they provide to the public on the DPW contract has raised concerns among the people, fearing that the government might have signed the contract headlong without having full information or else there are only a few government leaders who have full disclosure about this contract, thus leaving the others in the dark. This clearly shows that the intention of the ruling party to enter into this agreement is nothing but evil and not with the intention of uplifting the nation.
