Uteuzi Wa Wastaafu Na Waliofanya Dhulma, CCM Ina Mkakati Gani?

Moja ya changamoto tuliyonayo kama nchi ni kundi la utawala kuteka nchi na kulindana, hata wale wanaofanya matukio yasiyofaa katika ofisi za umma wana uhakika na kuendelea na kazi, Moja ya changamoto tuliyonayo kama nchi ni kundi la utawala kuteka nchi na kulindana, hata wale wanaofanya matukio yasiyofaa katika ofisi za umma wana uhakika na kuendelea na kazi.  Madaraka ya Rais ni moja ya sababu wateule wake kutowajibishwa, na mfumo unaotumika ikiwa pamoja na kuhamishana vituo baada ya kufanya kosa. Mfano mzuri ni aliyekua mkuu wa jeshi la polisi afande Simon Sirro ambaye baada ya kuhusishwa kwa kuruhusu matendo ya uovu kutokea alihamishwa na kuchaguliwa kuwa balozi wa Tanzania nchini Zimbabwe. Matendo ya dhulma nchini yameonekana kwenye uhamishaji wa wananchi kutok makazi yao Ngorongoro, mauaji ya wananchi kwa mkono wa polisi ili serikali ipate inachotaka, katika kuzuia vyama vya upinzani kuendesha shughuli zao kikatiba, pamoja na kuteka watu na kuzuia uhuru wa habari.


Ripoti ya CAG imeonyesha  ubadhirifu wa mali ya umma katika taasisi za serikali na hakuna hatua yoyote ya uwajibikaji wowote uliochukuliwa. Majaji wakuu wa mahakama wanateuliwa na Rais hivyo kupelekea utendaji wao kutegemea Rais aliye madarakani. Uteuzi wa wazee waliovuka umri wa kuendelea kufanya kazi limekua sio jambo ya kushangaza tena. Mfano mzuri ni Mheshimiwa George Huruma Mkuchika ambaye pamoja na kuwa miaka 78 bado anatumikia serikali kama mbunge wa Newala mjini. Hili si jambo zuri kwani viongozi waliofika umri wa kustaafu wananhitaji kupumzika. Kitendo cha wazee kama Mkuchika kuendelea kufanya kazihupunguza ufanisi katika utendaji kwani hata nguvu sio tena kama vijana. Wananchi lazima wakomae katika kudai haki zao. Kama nchi tunahitaji mifumo imara ambayo haitaongozwa na hisia za mtu mmoja bali kwa muujibu wa sheria. Tunahitaji viongozi wenye nidhamu na tabia za kuigwa katika taifa letu na hii italetwa tuu na katiba ya wananchi.

ENGLISH VERSION 

One of the challenges we face as a country is a group of people who hold the country’s administrative power to cover up for each other's wrongdoings. Those committee offenses against the public continue to hold public offices and for some the punishment they receive is being shifted from one office to another. The President's powers are one of the reasons why his appointees are not held accountable. A good example is the former head of the police force, Simon Sirro, who after being implicated in several crimes he was transferred from being the Chief of Police to being the Tanzanian ambassador in Zimbabwe. Countless injustice acts have been seen to take place in the country including the displacement of citizens from their ancestral homes in Ngorongoro, civilians suffering in the hands of the police so that the government can get what it wants, opposition political parties constrained from practicing their constitutional rights as well as kidnapping people in attempt to suppress the freedom of information. The Controller Auditor General report has shown how public resources have been embezzled and misused by government institutions and yet no action has been taken to make the ones responsible accountable for their actions.

 The Chief judges of the court are appointed by the President, making their performance dependent on the President in power. The appointment of public servants past the retirement age has continued to take place such that it is no longer surprising. A good example is Hon. George Huruma Mkuchika who, despite being 78 years old, is still serving the government as a Member of Parliament for Newala city. This is not a good thing as leaders who have reached retirement age need to rest and leave room for the youth as their continued work reduces efficiency in the performance. Citizens must be aggressive in claiming for their rights. As a country we need strong systems that will not be guided by the feelings of one person but in accordance with the law. We need leaders with discipline and exemplary behavior in our nation and this will only be brought about by attaining a people's constitution.
