Uhitaji wa katiba mpya limekua ni jambo linalopigiwa kelele na watanzania kwa muda mrefu sasa. Kumalizika kwa mchakato wa #KatibaMpya umekua ukipigwa vita na serikali ya CCM tangu mchakato huo ulipoanza kipindi cha Rais mstaafu Dkt. Jakaya Kikwete. Rais aliyemfuata, hayati Dkt. John Magufuli aliendesha nchi kwa mabavu hivyo swala la #KatibaMpya lilitupiliwa mbali. Rais Samia alivyoingia madarakani aliweka wazi kuwa swala la #KatibaMpya sio kipaumbele chake na kipaumbele chake kwa muda huo ilikua kujenga kwanza uchumi wa nchi. Katika kuboresha demokrasia nchini, Rais Samia aliibua haja ya maridhiano ya kisiasa na kikosi kazi kikaundwa na kutekeleza kazi ya namna ya kuleta maridhiano ya kisiasa. Kikosi kazi hicho kilichoongozwa na Mwenyekiti, Profesa Rwekaza Mukandala pamoja na mambo mengine, kilipendekeza mchakato wa Katiba uliokwama mwaka 2014 kwa hatua ya Katiba Pendekezwa kufufuliwa. Ikiwa ni siku chache zilizopita Waziri wa Katiba na Sheria, Dk Damas Ndumbaro kutangaza kuanza mchakato wa Katiba Mpya uliokwama, Rais Samia Suluhu Hassan aliagiza Msajili wa Vyama vya Siasa, Jaji Francis Mutungi kuitisha kikao cha Baraza la Vyama vya Siasa ili kutathimini utekelezaji wa mapendekezo ya kikosi kazi kilichokuwa kikiratibu maoni ya watu mbalimbali kuhusu demokrasia ya vyama vingi vya siasa nchini.  

Hatua hii imeaminisha watanzania wengi kuwa ni kupigwa changa la macho kwani wananchi wanahoji, kwa nini tunaenda kwnye mabadiliko ya katiba bila sheria ya mabadiliko ya katiba kuwepo?. Hii inaonekana kuwa ni mbinu ya serikali kusogeza muda mbele ili uchaguzi ukifikia swala hili la katiba lisogezwe mbele zaidi. Wananchi wameitaka Serikali kupitisha kwanza sheria ya katiba na bajeti bungeni ambayo itasimamia mchakato wa katiba mpya ili wajue kuwa serikali imedhamiria kuleta #KatibaMpya. Pamoja na hili ili katiba ya wananchi ipatikane ni lazima mchakato wa kupata #KatibaMpya ufanane na ule wa tume ya Jaji Warioba.amabao ulichukua maoni ya wananchi pamoja na vyama vya siasa lakini sio vyama vya siasa pekee kama Rais Samia anavyofanya. Wananchi wengine wameenda mbali zaidi kusema kuwa Kikao alichokiita Rais Samia hakina maana kwani katiba ni ya wananchi na si ya viongozi wa vyama vya siasa. Wananchi wamehimizana kuendelea kuungana pamoja katika kupigania maslahi mapana ya taifa.

The need for a new constitution has become something that Tanzanians have been shouting about for a long time now. The constitution making process has been fought by the CCM government since the process began during the reign of President, Jakaya Kikwete. The succeeding president the late Dr. John Magufuli ran the country under autocratic rule hence the need for a new constitution was never up for discussion. When President Samia came to power, she made it clear that the issue of attaining a new constitution was not her priority and that her priority for the time was building the country's economy. In attempts to promote democracy in the country, President Samia raised the need for political reconciliation and a task force was created to carry out the work on how best to bring about political reconciliation in the country. The task force led by the Chairman, Professor Rwekaza Mukandala among other things, recommended the Constitution process which was stalled in 2014 to be revived. A few days ago, the Minister of Constitution and Law, Dr. Damas Ndumbaro announced the start of the stalled process of the New Constitution, President Samia Suluhu Hassan instructed the Registrar of Political Parties, Judge Francis Mutungi to call a meeting of the Council of Political Parties to evaluate the implementation of the recommendations of the political reconciliation task force coordinated the opinions on multiparty democracy in the country. 

This step has left many questioning, why is the country going towards the constitution change process without a constitutional law in place?. This has convinced many Tanzanians that it is a delaying tactic by the government to move forward time so that the constitution process will be postponed when the election time reaches so it can be moved further forward. Citizens have asked the Government to first pass the constitution law and budget law in the parliament which will oversee the process of the new constitution, it is only then will they know that the government is determined to bring a new constitution. In addition to this, in order for the people's constitution to be found, the process of obtaining a new constitution must be similar to that of Judge Warioba's commission which collected the opinions of both the people and that of political parties rather than just relying on the opinions of political parties as what President Samia is currently doing. Some citizens went further to say that the meeting session called by President Samia with the Council of Political Parties on how to go about implementing the resume of the constitution process is meaningless because the constitution belongs to the people and not to political party leaders. Citizens have encouraged each other to continue to unite and join forces in the fight for the greater good of the nation, that is a new constitution.
