Elimu Duni - Je Ni Mkakati Au Uzembe Wa CCM?

Miundombinu mibovu katika shule zetu ikiwemo uhaba wa madawati umepelekea wanafunzi kusoma katika mazingira magumu ikiwemo kukaa chini pamoja na kuhudhuria vipindi vya shule kwa awamu ama kupishana. Ukiacha mbali misaada ya nje kama ya Benki ya Dunia inayoelekezwa kwenye kuboresha miundombinu ya elimu, kiwango cha bajeti ambacho kimekua kikitengwa na serikali hakiwiani na kiwango kilichopendekezwa kimataifa juu ya upangaji wa bajeti ya Sekta ya Elimu. Hii imechangia kwa kiasi kikubwa katika kufifisha ufaulu wa wanafunzi nchini. Kwa matokeo ya hivi karibuni ya kidato cha nne, ni asilimia 2 tuu ya wanafunzi waliofaulu katika somo la hisabati, asilimia 79.9 wakiwa wamefeli. Katika somo la baiolojia asilimia 4 tuu ndio waliopata ufaulu wa alama A, fizikia ni asilimia 0.46, kemia ni asilimia 6.98 na uraia asilimia 0.77.

Vyuo na shule zinatekeleza sera za elimu nchini lakini wanaotengeneza sera hizo za elimu, wanaonekana dhahiri kuwa elimu bado haijawakomboa. Tukiangalia wabunge wetu, namna wanavyokosa nidhamu katika kazi ni dhahiri kuwa elimu haijawakomboa, hivyo hawawezi kutengeneza sera za elimu zitakazo leta mageuzi kwenye elimu kwani hawaoni umuhimu wa elimu bora. Nchini, wanaofeli ndio wanaoomba ualimu na wengine huenda kuomba upolisi. Kazi ambazo ni nyeti sana katika maendeleo ya taifa. Inabidi tubadilishe mfumo wa udahili wa watu wanaoenda kusomea ualimu kutoka kwa wanafunzi wanaofeli kwenda kwa wanafunzi waliofaulu kwa alama za juu. 

Wananchi wamehoji kuwa elimu yetu si ya kumkomboa mtoto. Watoto wetu wanachukia elimu na baadhi ya walimu wameonekana wakitunga mitihani ili kuwakomoa wanafunzi. Wananchi walio wengi wamekubali kuwa uwepo wa elimu duni ni mkakati wa serikali kufubaza akili za watanzania ili waweze kuwatawala kirahisi kwani ni ngumu sana kumtawala mtu aliyeelimika. Viongozi wanazembea juu ya uboreshaji wa sekta ya elimu kwa sababu wanajua watoto wao hawaendi kwenye shule hizi.  

Matatizo ya elimu yamesababishwa na mfumo wa serikali mbovu ambao umetupa viongozi wa ovyo wanaotutengenezea sera mbovu za elimu ambazo haziandai watu kutatua changamoto za mazingira yao. Kuna haja ya kuendelea kudai #KatibaMpya ili kuleta mifumo mipya ya sekta ya elimu.

Poor infrastructure in our schools, including a shortage of desks, has led students to study in a difficult environment, including sitting on classroom floors during lessons and attending school sessions alternately. Leaving aside external aid such as that from the World Bank directed towards improving education infrastructure in the country, the budget percentage allocated by the government in the education sector has not been in line with the level recommended internationally. This has greatly contributed to the diminution of student’s academic achievement in the country. According to the latest form 4 national examination results, only 2 percent of students passed with an A grade in mathematics. 4% in biology, 0.46% in physics, 6.98% in chemistry and 0.77% in civics.

Colleges and schools implement education policies in the country but it seems obvious that those that put the education policies in place are not to be liberated by it. A good example is our parliamentarians who on several occasions have witnessed their lack of discipline in their work. Hence they cannot make education policies that will bring reforms to the education sector because they do not see the importance of quality education. In Tanzania, those who fail their national examinations are the ones who apply for teaching courses and others go to apply for the police academy, jobs that are very sensitive to the development of the nation. We have to change the admission system of people who are going to study teaching from students who fail to students who pass with high marks.

Citizens have argued that our education is not meant to liberate people. Teachers are seen to make exams simply to discourage students causing the majority of children to hate education. Majority of citizens have agreed that the presence of a poor education system is a strategy used by the government to poorly train Tanzanians minds so that they can continue to rule them easily. This is from the fact that it is very difficult to rule a well learned and educated society. Another reason for leaders being lax on improving the education sector is because their children do not go to these schools.

Education problems are therefore a result of a corrupt government system that has given us unfit leaders who make bad education policies that do not prepare people to solve the challenges facing their environment. As citizens there is thus a need to continue demands for a new constitution that will enable us to set new systems that will improve the education sector.
