Deni la Taifa kuongezeka CCM imekosa mikakati?
Hivi karibuni Serikali imekua ikikopa mara kwa mara kwa serikali za nje, hali ambayo imepelekea wasiwasi kwa wananchi juu ya deni la taifa kukua. Wananchi wamesema kuwa serikali yao inakopa kwa sababu ambazo si za kimaendeleo kama kwenda kununua magari ya kifahari ya viongozi. Kwa hali hii deni la taifa haliwezi kuisha kama tunaanzisha miradi isiyo na tija. Hii ni kwa sababu nchi inakopa kwa pesa za kigeni na malipo yanafanyika kwa pesa ya kigeni hivyo kama nchi inabidi tuzalishe zaidi na tuuze bidhaa zetu nje tuweze kukusanya pesa za kigeni za kutosha kulipa deni. Bila kufanya hivyo, shilingi yetu itashuka hali ambayo inaweza kupelekea uchumi wetu kushuka pia.
Wananchi wametoa maoni yao juu ya serikali kubana matumizi ili kuepuka kukopa kwani hela nyingi tunayokopa haiendi kwenye matumizi ya kimaendeleo kwani miradi ya kimaendeleo haionekani, ajira na mzunguko wa pesa pia havionekani. Mifumo yetu ya utawala pia imechangia kwa kiasi kikubwa kuiwezesha serikali kukopa bila utaratibu maalumu. Tumejifunza kwa majirani zetu wakenya kwani wao bunge ndilo linaidhinisha serikali kama inaweza kukopa au laa na kuweka masharti ya jinsi mkopo huo utakuwa unatolewa ripoti juu ya matumizi yake, jinsi gani utalipwa na kwa kiasi gani umeshalipwa. Hii hufanya Waziri Mkuu pamoja na Rais kuwa na ugumu wa kwenda kukopa kama ilivyo nchini kwetu Tanzania.
Kwa hapa tulipofikia tunakopa ili kulipa madeni. Hivyo, kwa serikali kuendelea kukopa ni lazima ijitahidi kuuza bidhaa zetu za ndani nje ya nchi ili tuwe katika nafasi nzuri ya kupata fedha za kigeni zitakazotumika kulipa madeni hayo. Wananchi pia wameona kuwa kuna ulazima wa kuwaondoa CCM madarakani, ili mfumo wa utawala ufumuliwe na uundwe kwa upya kuhakikisha kuwa maendeleo yanapatikana kwa njia chanya.

Recently, the Government has been frequently borrowing externally, a situation that aroused public concern about the growing national debt. Citizens have stated their government to be borrowing for the wrong reasons that are not progressive, such as purchasing luxury cars for government leaders. As long as we keep indulging in unproductive projects, the national debt will keep growing and never come to an end. This is because the country borrows in foreign currency and debt payments are also made in foreign currency.
As a country we have to produce more export products to be able to collect enough foreign currency to pay off the debt. Without doing so, our shilling value will fall, which may lead to further repercussions of a declined economy. Citizens have urged the government to cut off unnecessary expenditures in order to avoid borrowing as most of the money borrowed does not go to developmental use because developmental projects are not visible, neither are employment opportunities created nor has money circulation increased. Our governance systems have also contributed significantly in creating an enabling environment that allows the government to borrow without following any special procedures.
We have learned from our Kenyan neighbors as in their case it is the parliament that approves whether the government can borrow or not and set the terms of how the reporting will be done to inform the public on its use, how it will be paid and how much has been paid. This makes it difficult for the Prime Minister and the President to borrow anyhow as it is the case in our country, Tanzania. At this point we are borrowing in order to pay debts. Thus, for the government to continue borrowing, it must strive to increase exports so that we are in a good position to create foreign currency that will be used to pay off those debts. Citizens have also stated that there is a need to remove CCM from power, so that the governance system can be restructured to ensure that development is achieved in a more sustainable manner.
