Migogoro na Haki ya Umiliki wa Ardhi.

Serikali yetu imeshindwa kupanga vizuri matumizi ya ardhi na kusimamia mipango hiyo kwani imeonekana ikigeuza matumizi ya ardhi husika ili kunufaisha mahitaji yao. Maeneo ya ardhi ya makazi ya viwanda yameguzwa kuwa ya kanisa, maeneo ya ardhi ya kijiji yameonekana yakiuzwa kwa wawekezaji. Sheria yetu ya ardhi haisemi rais ni mmiliki wa ardhi bali ni msimamizi wa mirathi. Yaani ananisimamia kuhakikisha kwamba haitumiki vibaya. Ila kwa nchi yetu migogoro mingi ya ardhi chanzo chake kinaanzia na serikali. Serikali imekua ikipuuza sheria na kupora ardhi. Tumeshihudia ikifanya hivyo kwa maeneo mbalimbali kama Serengeti, Ngorongoro, Kilimanjaro, Mbarali, na Loliondo. 

 Hivi karibuni watu 21,000 wameondolewa kwenye makazi yao Mbarali kwa mgongo wa kwamba serikali inalinda vyanzo vya maji. Wananchi wamekubaliana kuwa ni muda mzuri kama taifa kuanza kuzungumza namna ya kulinda umiliki wa ardhi na moja wapo ya njia ni kumpokonya rais mamlaka yeyote yanayohusu ardhi. Kama wananchi inabidi tusinyamaze tukiona matukio haya yakitokea. Itupige kelele na wale wanao pokonywa ardhi zao. 

Wananchi wanasema kuwa kutokana na uongozi wa serikali ya CCM kulegalega kumechochea migogoro ya ardhi nchini. Hakuna upangaji wa matumizi ya ardhi na hata wakipanga ni kisiasa. Wananchi wamehamasishana kuendelea na mapambano ya kutaka katiba mpya ili kuiondoa madarakana serikali ya CCM ili tupate uongozi utakayokuja kusimamia mambo ya nchi yetu vizuri.

Our government has failed to properly plan for and manage the use of land as it has been seen to divert the use of land to benefit its own needs. Land areas set aside for industrial purposes are seen to be converted to churches, and village residential land areas have been sold off to investors. Our law governing land ownership and use does not state the president as the owner of all the land but rather all land in Tanzania is considered public land and the President is a trustee on behalf of all citizens. 

That is, the president can only supervise to ensure that it is not misused. In our country however, many land conflicts originate from the government. The government has been ignoring the law and looting land. We have witnessed land looting by the government in various places like Serengeti, Ngorongoro, Kilimanjaro, Mbarali, and Loliondo. Recently the government has moved 21,000 people from their homes in Mbarali on the basis that it is protecting water sources. 

Tanzanian people have agreed that it is a good time as a nation to start talking about how to protect land ownership and one of the ways is to deprive the president of any power related to land ownership and management. Citizens encouraged themselves  to never remain silent whenever they see such events happening. Citizens state that the poor leadership of the CCM government has fueled land conflicts in the country. There is no effective land planning and use and even if they plan it is only on political grounds. Citizens have encouraged each other to continue the struggle to demand a new constitution that will remove from power the current government so that we can get the leadership that will manage our country’s affairs well.
