Maji, Nishati - Je Katiba mpya italeta viongozi wabunifu?
Pamoja na nchi yetu kubarikiwa na vyanzo vya kutosha vya maji na kwa zaidi ya miaka 60 ya uhuru bado wananchi wana shida ya maji na umeme. Taifa letu kukosa maji ni ukosefu wa ubunifu wa viongozi pamoja na wizi katika miradi mingi ya maji ambayo imekuwa ikifumbiwa macho kutokana na katiba iliyopo inalinda wezi. Sera ya maji imeweka wazi kuwa rasilimali ya maji inatakiwa kusimamiwa katika ngazi zote, ya Taifa, mkoa, wilaya mpaka kata na inasema nani anahusika pamoja na ushirikishwaji wa wananchi. Lakini mamlaka ina uzembe katika usimamizi.wa rasilimali hii kwani ni mpaka pale tatizo linapktokea ndio watu wanaanza kushtuka. Serikali imekua ikisema kuwa wananchi hawahitaji katiba mpya bali wanahitaji huduma kama maji na umeme, lakini hivi karibuni upatikanaji wa maji umekuwa ni wa shida. Tatizo la sasa la maji ni kipimo tosha kwa wananchi kupima serikali kwa kushindwa kutekeleza hata hili la msingi.
Wananchi wameaki wakihoji juu ya nchi yetu kutumia misitu yake kukata miti kwa ajili ya nishati na hakuna misitu ya kupanda. Je miaka ya mbele itakuaje? Endapo tatizo la sasa la maji wenda ni madhara ya serikali ya awamu ya tano kukata miti takribani million mbili. Wananchi wameishauri serikali ipunguze kodi kwenye gesi na umeme ili wananchi wapunguze matumizi ya mkaa ili tuhifadhi misitu ambayo husaidia kuleta mvua inayowezesha yanzo mbalimbali vya maji viendelee kuwepo.
Lakini pia serikali iwekeze nguvu katika kuwekeza kwenye vyanzo mbalimbali ya umeme kama umeme wa jua na upepo ambayo matumizi yake ni rafiki kwa mazingira. Wananchi wameshauri pia viongozi wachaguliwe kulingana na uwezo na uzoefu wao na wachunguzwe ili kujihakikishia kuwa kweli wanaweza kutumikia vitengo walivyochauliwa. Maji yanatakiwa kuwa kwenye Sera, Sera ambayo inasimamiwa na sheria ambayo mzizi wake ni Katiba. Tusipokua na Katiba nzuri hata hizi huduma za kijamii haziwezi kutekeleza.

Although our country is blessed with sufficient sources of water and for more than 60 years of independence, its people are still facing water and electricity problems. Our nation's lack of adequate water supply is as a result of lack of creative leaders as well as evident theft in many water projects that have been turned a blind eye due to the existing constitution that protects government thieves. The water policy has made it clear that water resources should be managed at all levels; national, regional, district up to the ward alongside the responsible parties as means for citizen participation but the water authorities have placed less care in the use of this resource because it is only when a problem arises is when people start to panic. The government has been saying that the people do not need a new constitution but rather improved social services like water and electricity, but the recent incidents on water shortage is a sufficient measure for citizens to test the government for its effective implementation even on this basic need.
Citizens have been questioning about using its forests to cut down trees for energy and there are no ongoing efforts to establish human made forests to keep pace with. What will be the impact on water and energy sources in the next few years? Some citizens have gone further to question whether the current water problem is a result of the fifth phase government's action of cutting down approximately two million trees.
The people have advised the government to reduce taxes on gas and electricity so that people can reduce the use of charcoal so that we can preserve the forests that aid the continuity of various sources of water. The government is also advised to invest in various sources of electricity such as solar and wind, whose use is environmentally friendly. Citizens have also advised that leaders should be chosen according to their ability and experience to ensure that they serve the posts they are appointed in well. Water resource management is a policy issue which is backed by laws which are rooted in the Constitution. If we do not have a good Constitution, even basic social services will not be well served.
