Miradi mikubwa na mikataba, Je katiba mpya itatuokoa?

Miradi mkubwa nchini kama ya viwanja vya ndege, barabara, reli, imekua ni kichaka cha rushwa ufisadi na wizi. Tumeshuhudia miradi mikubwa ambayo imeanzishwa na pesa za umma na mwisho wa siku tunaishia kuambiwa miradi haiendelei. Wanaobeba gharama za miradi mfu ni wananchi na gharama yake ni kwamba wananchi wanakosa huduma ambazo wangepata kama miradi hii ingesimama. Tuna mfumo wa utawala ambao hauna uwazi katika maamuzi makubwa ya nchi kisiasa na kimaendeleo. Hivyo, viongozi wanafanya maamuzi juu ya miradi bila kuhojiwa wala kufanyiwa uchunguzi. Haya yangefanyika ingeweza kuzuia baadhi ya miradi iliyotekelezwa isitekelezwe kabisa au isitekelezwe kwa namna ambayo imekua ikitekelezwa. Wananchi wameiomba serikali iweke wazi pembuzi yakinifu ya miradi pamoja na nyaraka nyingne za miradi ili wananchi na wataalamu wengine ambao hawana maslahi ya moja kwa moja na miradi hiyo waweze kuhoji nakupendekeza juu ya kilichohalalishwa na serikali kwenye miradi ya kijamii na kimaendeleo. 

Kama taifa letu likipata katiba mpya yenye mifumo imara na ya uwajibikaji pamoja na taasisi huru ikiwemo bunge litaweza kuhoji miradi hii kabla haijaptishwa. Katiba mpya pia itatuwezesha kupata taasisi huru ya mdhibiti na mkaguzi mkuu wa serikali ambaye atakuwa huru kufanya uchunguzi na kukagua matumizi ya fedha za serikali bila kuhofu rais atasema nini itasaidia kuleta uwajibikaji wa viongozi kwenye utekelezaji wa miradi. Lakini pia katiba mpya itahakikisha uhuru wa wananchi wa kupata na kutoa habari zozote zinazohusu maisha yao, nchi, fedha na rasilimali.

Major projects in the country such as development projects on infrastructure like airports, roads, railways, have become a thicket of corruption and theft. We have witnessed big projects that have been started with public money and at the end of the day we see the projects not going ahead. As a result the citizens are left to bear the costs of these dead projects, and the cost is that the citizens lack the services they would have gotten if these projects were completed. Our government administration system lacks transparency in carrying out major political and developmental decisions. Thus, leaders make decisions on projects without being questioned or investigated. If there transparency existed, it could prevent some of the implemented projects from being implemented at all or from being implemented in the way that they have been implemented. Citizens have urged the government to make project documents including reports from feasibility studies open to the public so that citizens and other stakeholders who have no direct impact in the projects can question and recommend about what has been legalized by the government on social and developmental projects.

If our nation were to get a new constitution with strong, accountable systems and independent institutions including the parliament which will be able to question these projects before they are approved. A new constitution will also make it possible to establish an independent institution of the government controller and auditor general that will be free to investigate and review the use of government funds without fear of what the president will say to bring accountability of leaders in the implementation of government projects.  A new constitution will also ensure the freedom of citizens to obtain and provide information about their lives, country, finances and resources.
