Udhaifu wa sheria na mfumo wa taasisi zisizo imara umepelekea kuwa na viongozi dhaifu.  Sheria zetu ni dhaifu na hazijalenga maendeleo bali kudhibiti watu na vikundi Fulani na kutengeneza mazingira ambayo wao (serikali) watakua salama. Uelewa na ujasiri mdogo wa wananchi kuweza kudai haki zao ni muhimu sana katika kuleta uwajibikaji wa viongozi. Wananchi wamekuwa wakisubiri wanaharakati ndio wawasaidie kudai haki zao, hii imeweka mazingira ya kustawisha viongozi dhaifu na wavunjifu wa sheria.
  Elimu yetu nchini ni mbovu haitenegenezi wasomi wanaoweza kufikiri mambo kwa kina, tunaona viongozi walio na elimu ya phd lakini kufikiri ni sifuri. Hii hupelekea kuwa na viongozi wasio na uwezo wa kufanya maamuzi yenye tija katika jamii na badala yake jamii yetu imekuwa ikilipa kwa madhara ya maamuzi mabovu ya viongozi wetu. Viongozi wa dini pia wana mchango mkubwa kwenye kuilea jamii ili iweze kuchukia uovu, na kujengea watu maadili mema ambayo yatachochea maamuzi chanya kwa watakao kuwa viongozi wa baadaye.

Uwajibikaji utapatikana endapo kila mwananchi kwenye nafasi yake atachukua hatua kubadilisha fikra yake ya kuwa ana wajibu wa kukemea pale haki ya mtu inapovunjwa  kwa kujifunza kwa majirani wetu Kenya ambao ujasiri wao ndio imewafanya leo wawe na katiba bora. Kila mtanzania na wajibu juu ya nchi. Swala la katiba mpya liwe swala la kila mtanzania bila kujali itikadi ya chama kwani katiba mpya ndio suluhu juu ya viongozi dhaifu na wananchi watapata nguvu ya kuwajibisha viongozi.

The weakness of the law and the system of unstable institutions has left our nation in the hands of weak leaders. Our laws are weak and are not aimed at development but rather at controlling certain people and groups, creating an environment that favors the government. The understanding and little courage of the citizens to be able to demand their rights is very important in bringing about responsible and accountable leaders. Citizens have been waiting for activists to help them claim their rights; this has created an environment for weak and law-breaking leaders to continue to thrive. Our country’s education system doesn't produce intellectuals who can think critically. We've seen leaders with PhDs but their ability to think critically is zero.

This leads to having leaders who are not able to make productive decisions in society and instead our society has been paying the consequences of the bad decisions made by our leaders. Religious leaders also have a role to play towards nurturing a society to hate evil, and build people with good acceptable values ​​that will stimulate positive decisions for those who will become future leaders.

Accountability will be achieved if every citizen in his position takes steps to change their mindsets to thinking that it is their duty to speak up , make criticism and demand for accountability whenever they see rights being trampled on. Every Tanzanian has a responsibility towards his or her country. Demanding for a new constitution should be every Tanzanian’s agenda regardless of one’s political party ideology because a new constitution is the solution to eradicating weak leaders, giving people the power to hold leaders accountable.
